Voat is to reddit what 8chan is to 4chan: the same, but with more pedophilia, gamergaters, neo-nazis, ancaps, etc. I guess you could make the argument that none of that is the website's fault, but we're not judging reddit by good intentions here either.
More fundamentally, what it's trying to achieve isn't achievable on the web. The anything goes thing worked on Usenet because there was no one in charge to turn the screws on. On the web, some single person or entity is always there to be held responsible.
Voat as a technology - it's a student project and doesn't scale very well yet. Definitely some sloppy code in there too. Voat as a community - the communities who have migrated there are the fat people hate, racists, and the gamergate crowd. It's a community built on hating others, what's not to love about that?
