If you're going to write a fucking article about this, lay the blame wherein blame belongs; Joe Manchin, Kyrsten Sinema, and the GOP. Then, for tier-two blame levels, the timid, completely ineffective Congressional democrats who can't be bothered to propose a separate bill that would target this issue specifically. Hmm I wonder if a bunch of angry children will be more susceptible to measured, principled "institutionalism" (biiiiiiig air quotes, here), or fascism?? Hmmmm
