I can believe it. We initially thought we'd be okay once she's in kindergarten, but then remembered that even assuming we can get after-school through the county, she'll have to be in something full time for the summer.

Exactly, and that was part of our consideration: do we give the best possible life to one or have to start picking and choosing? It didn't seem fair to me to reduce our daughter's quality of life on behalf of a sibling, or fair to the sibling to do less for them than for our first.
