full disclosure: as a Canadian I can never keep track of what all of the 2 letter codes are. My reaction was "Really? they went with VA for Vermont? Weird."

They have a right to that money, how dare you try and stop their capitalistic right! Seriously, if I know anything it's that the GOP will stand to block anything that will harm the rights of these companies to make money hand over fist. In my area they don't like city run broadband or for cities to vote to remove franchise fees to allow extra competitors into an area.
