I don't remember where I first read this, just a few days ago, and it may've been here most likely, but this is an interview with an author whose most recent book's topic is insanely germane to your post -- a ridiculous example of beuracratic ineptitude. The author also wrote Debt: A 5000 Year History which I know you've added to your list to read.

I read Debt: The first 5000 years. If I weren't knee-deep in books on writing I'd be all over the next Graeber.

Due to your previous Gardner reference I assume you've read his On Becoming A Novelist? Because if not, I'd add that to the stack. I had a prof who just loved Gardner like crazy.

I love that article. Although it makes me feel kind of strange because I would consider myself pretty damn good at fighting bureaucracies.
