The "checkout/testing" orbits were way too low, and if there was no way to boost and maintain workable orbits using the spacecrafts' propulsion (or lack thereof), LOLOL.
And it sucks, because the idea of offering relatively uncensored internet to the entire globe is a great concept. But nope. I know 40 is a small-ish number vs. the overall fleet, but this is about a $15 million dollar loss.
