Actually, that's one of the first thing defectors of North Korea figure out how to do. As far as legality goes, it seems like South Korea doesn't really care all that much. Not that this is all that valuable in talking of US politics, but it's an interesting articles!
This is actually probably the best reason why the proposal would be a bad idea. The money flow wouldn't be stopped it would just get rerouted through intermediary and con men. I think you might be getting a 502 error in your profile as well btw. I get a blank page when i reply.
