It's OK when there are more-trusted people moderating according to agreed upon rules.
There are no such people. I trust myself more than I trust others to moderate my experience. When other people get to moderate your experience, you have to conform to their expectations or risk getting banned.
All people have biases, and there are no rules possible that don't require some level of judgment. That level of judgment is often exploited to censor out discussion. The ability to censor out discussion is then left in the hands of a very few people who become very powerful and almost always use that power to stop people from commenting on their pet issues. Often, they don't even realize they're doing it because it's an unquestioned bias on their part.
