If the warp is entered in a local frame and exited (which is an issue itself the article didn't mention) in the same local frame there might be some serious need to match velocities to establish a safe trajectory either upon arrival or before departure. Worst case speed differences certainly tens of kilometers per second in case of Alpha Centauri.

The idea of using lasers to manipulate spacetime has been around for a while. It was suggested as part of a theoretical concept for a time machine, where single particles could be sent back and forth through time periods where the machine is continuously active. It will be interesting to see the idea tested.
