I'm pretty sure that this is some ruse by Moroun to show that the building is being worked on. The city was after him for years to tear the building down before he announced his 'renovation plan'. Someone in the comments also suggested that they are test windows from a contractor to show off options for a bigger job. That sounds reasonable, too, although less likely because it would require Moroun to actually spend money, something he isn't a fan of doing if it's not for the purpose of buying an election.
