Why should users from Reddit need to see this instead of everyone? I'm sure it has something similar in its TOS that is ignored as much as this will be.

How confident in that are you? Look, for instance, at the vast gulf between Reddit's TOS and what admins enforce. Or even "enforced" four or five years ago when Reddit was still small enough to conceivably be policed in such a manner.

It cant be policed because they encouraged mods to have relaxed standards. Most of the people who mod default subs have this philosophy

Are you? Maybe while Hubski is still small the admins will be able to ban people breaking the rules easily and quickly, but as the site expands so will the number of TOS breakers and eventually it will become impossible to moderate and enforce that section of the TOS.

The admin here already has said he would sacrifice growth for scalability.
