Just because someone may not be able to hear, does not mean they cannot perceive sound. Sound actually exists as a vibration that is picked up by the ear and translated to sound by the brain. Whether the mechanisms for picking up and translating vibrations to sound are there or not, the vibrations are so sound is something that can be perceived whether the ears work or not.
However, just feeling the vibration often is not enough to tell you what the vibration is from so understanding sound for me is a combination of taking what I feel, see and know and understand the world of sound around me.
