How will Uber survive if it cannot violate labor laws with robots? It seems that the uber business model is to say "fuck the laws" and treat people like shit.

They can't survive. The fares are heavily subsidized by VC money. If they run out of this, or have to pay their drivers a living wage, then their higher prices will drive away all the users. On-demand transportation like this collapses without exploitation of the (human or robot) drivers.
