It is the only tag I've noticed this on. I've tried unfollowing and refollowing it to no effect.
I tried following other tags that I hadn't been following, and they all show up blue once followed.
Actually, now that I look at it: this only seems to happen when labor is a community tag. So maybe the issue is with community tags and I've only noticed it on #labor?

Yes, this is a community tag issue for me too. Community tags don't show blue even though the user is following the hashtag.
