I still don't get whether I'm on the internet or not if I use a built-in maps application on my phone.

If you're 'online' when you use the app, then it's accessing the internet.

Can you use the app offline? That is, without a wifi or 3/4g connection? If so, you aren't on the internet. If you can't use it without being connected, you are indeed on the internet.

most maps apps pull map data from the internet as you use them, as in when you zoom to a location in the app, it downloads the image of that section

True. Most smartphone maps download data as needed. But some mapping solutions don't require the internet at all.
