To be honest, I think this will have two usages: riot control and laying the groundwork for an actual laser weapon.

To be more accurate, it's a tool for the police state. Next time the peasants demand that they be looted and subjugated less, the new laser guns will come in handy! Oh but of course. Only $3 million.
