The document was apparently "preprocessed" prior to Hitchen's dying. Which means it was scrubbed of any FBI wrong doing etc.
The fact that the FBI was monitoring Hitchen's, in his early years, doesn't surprise me. The guy was rubbing shoulders with Castro and was an avowed Trotskyite. Given the times, I would have been surprised if he wasn't under FBI surveillance.
