This seems to be a clear sign that control of the police department by the city has been completely lost. Or am I missing something? Is there some other way to view this?

NYPD has always thought like this. However, they are currently so delusional that they're helping the cause of our movement.
The things they've stopped doing are the vehicle behind which they've been able to harass specific people and communities. Look at the numbers quoted, if you live here, not a single person was talking about "oh no everything is so terrible on the streets." Nothing has changed. The police work they've refused to do is inconsequential. And that's been one of the major points.
