Ain't no boondoggle like a space boondoggle. If I had to guess, this is an opening salvo to get Elon Musk to donate to Maxine Waters or some other "ally" in congress. he doesn't spend much personally and when you compare SpaceX's campaign contributions with Boeing or the United Launch Alliance, that dude owes some payola. ULA also likes to bone SpaceX on the pad. SpaceX had to forfeit a $20m deposit because ULA kept a Delta IV just sitting on SLC-4 to keep SpaceX from using it.
