I like this idea a lot.
There is still a lot of exploration to be done on Mars, putting people there would potentially destroy plenty of valuable information.
Venus type planets and hot gas giants are also much more common from what we've discovered so far about the local region of our galaxy, so this would be good preparation for when we start expanding outside our solar system. That, and even if we were trying to it would be hard for us to fuck up Venus worse than it already is :D
