I thought it was a fairly balance article until the very end.

As China is about adaptation, not transformation, it is unlikely to change the world dramatically should it ever assume the global driver’s seat. But this does not mean that China won’t exploit that world for its own purposes.

This can be said about all nations that were in power through out history.

America, at least in theory, prefers that other countries share its values and act like Americans. China can only fear a world where everybody acts like the Chinese. So, in a future dominated by China, the Chinese will not set the rules; rather, they will seek to extract the greatest possible benefit from the rules that already exist.

How does America "influence" other countries to share its values and act like Americans?

Both above are funny ways in which America exports influence, but in all seriousness I think the authors mean neoliberalism, free markets and trade, specifically, which only exist in places like Latin America because they've been exported there, by diplomacy or force. China has figured out a way to stretch the boundaries of this system to their benefit. If they were the global leaders, its becomes much harder to implement protectionist policies.
