I can't seem to find anything on Whole Systems Management (at least not Packard's). Would you mind pointing me to a link where I might get more info? Edit: This guy looks pretty interesting. Would you recommend his other books too?
I haven't read his other books but Packard during his day was very highly regarded and influential. As for whole systems management I wish I had more information. One would naturally have expected that more detail would have leaked regarding that program during the intervening three and a half decades since Parkard's work. He did not spell out what it was in great detail. If I understand it correctly it was a cooperative effort between law enforcement, university personal and assets, and the private sector, with the purpose of keeping track of everyone in a given community somewhere along the south eastern coast of the U.S.
