So it's more complicated than you think, and there's a lot more to consider. That said, the gold standard is The Elements of Style by Strunk & White. I can guarantee it's available at your library, or here it is as a PDF. It's not entirely correct any longer - it's almost a hundred years old. But you will be far better off following that guide entirely than disregarding any aspect of it. By the time you know what's changed in 100 years, you will no longer need to ask questions such as yours. Good luck.
