It seems that way now. However, they have a real ability to fall in line when it comes to the general election. I see Romney as the nominee, and I think the real question will be whether or not some sort of Tea Party candidate also runs, or if some Tea Party figure wants to make a name for themselves by bashing Romney and calling him a RINO or whatever. But, my guess is that since the Tea Party is really run as a top-down organization (that pretends to be bottom-up) the Koch brothers et al., will make sure that the message is that Romney is the Tea Party man. Then again, there is a third religious contingent that really doesn't like the notion of a Mormon running the show. No Romney isn't the ideal candidate. Maybe they are giving it away... I think Herman Cain is riding a wave of rebellion. The GOP created a monster.
