Saturn's aurora is pretty creepy. I wouldn't want to find aliens that sounded like that. :)
My guess is that EM is not a very good way to communicate, compared to what we might later develop. Maybe quantum entanglement is the preferred galactic telegraph. I would bet that we aren't ready to detect most forms of communication.
