I don't know if it is constitutional, but I think it is ridiculous. You cannot force someone to go to church (at least, the government can't. Parents are a whole other story). I do know what I would choose if I had to make the call. Go to church and just listen to music or read a book during mass.
Well, the whole idea of an upbringing is that you as a parent transfer those beliefs that you find valuable to the child. If religion is important to you, I think it is logical to also teach your children the same beliefs. And as a parent, you have the authority to force your children to come with you to church, force them to take bible study classes and so on. Take this all into account and you'll see that parents can pretty much force a religion on their children.
