Part of the reason this is so widespread is that monetization companies actively contact extension developers to try and partner with them. (1) (2) (3) Google has taken some measures against this over the last year or so, banning obfuscated code in extensions. There is an automated tool that checks for suspicious things and flags extensions for manual review before they can be published but it is not 100% foolproof.
