Yeah, it reminds me of the point made in this post. There's such a low probability of being a terrorist that even if you have a good detection algorithm, you'll detect so many non-terrorists that it's functionally impossible to sort through all of them and determine which ones are really terrorists. And that's assuming this shooter was even a terrorist in the first place...
