Once you earn your first badge to give away (by filling your hubwheel up once), a little "+#" will appear on all posts. This is the "community tag" and means you can suggest a tag to be added to any post. Your hubwheel fills up surprisingly fast, so don't be discouraged. It's a very low bar to keep people from creating new accounts to do certain things.
