Reminds me of England's Welfare Reform Act of 2012 or the notorious "bedroom tax" that made changes "to Housing Benefit has mostly focussed on the under-occupancy penalty." IIRC if a person wasn't using the bedrooms of their public housing flat then the state could either force a tax or force you to move into a smaller place regardless of time lived in the flat. And I believe it set forth the "rules" that had required siblings bunking in rooms together because they were poor enough to need public housing ... so they don't need their own room.
