I think states can offer incentives in a myriad of ways, but it really has to be supported on the federal level as well. I did my undergrad in Ann Arbor, MI but chose to leave not because I don't love Michigan, but because I wanted to experience other places. About a year ago, I finished grad school at the University of British Columbia and with my diploma in hand, I was able to get a 3 year work visa. I didn't even have to go into an office for it, everything was online and super easy. Now I am able to capitalize on the professional relationships that I made in school. It's really invaluable. Now I'm working in Vancouver and the economy is benefiting from a foreigner.
If you look at the demographics for the University of Michigan, the number of student visa holders is insane. The U.S. has the best secondary education in the world. To have policies in place that keep them here is essential. Obama has been talking about this for a while now. I don't understand why it isn't just made so. Any student who gets a degree from a 4 year university should get a green card stapled to it.
