I was trying to express the idea that as long as a single explosive device is detonated or non-handgun weapon is fired on US soil, it's going to be called a 'terrorist attack' regardless of scale or actual lethality, so with 314 million people in the country, there will ALWAYS be some kind of 'terrorist' activity.
