    Whereas Socialism, and even capitalism in a more grudging way, 
    have said to people “I offer you a good time" Hitler has said to them
   “I offer you struggle, danger and death,” and as a result a whole nation
    flings itself at his feet.
Orwell's review should be required reading for everyone. Yes, it proves how smart and elegant of a writer Orwell was, and also how terrifying it would be for any 1940 thinking person who is observing the events in Europe.

Can the EU stop a dictator from emerging now?

Well, Poland's foreign minister already predicted a general European war if the Eurozone falls apart. I think that is alarmist, but they said WWI couldn't happen either. The conditions are certainly ripe for a dictator. Germany faced massive unemployment during the rise of the Nazis, and currently, Spain's joblessness is pushing on up toward 30%, with youth unemployment well over 50%.

hopefully the existence of the union will dampen regional dictators. If Spain elected a franco he would have limitations Franco did not.

if only not getting bailed out by germany and france.
