I don't know, there's a real resemblance, but not so much so that it disturbs me. I'd be surprised if no one in New Order heard this, however.
I remember Ween saying that after playing Japanese Cowboy for a while, they realized it is Chariots of Fire. On Painting the Town Brown, they end the song with a big Chariots tribute.

One of my first restaurant jobs was as a dishwasher in Missoula MT.. On fridays and saturdays there were 2 of us washing dishes and the one guy that washed with me was a huge ween fan. There was a cd player by the dishwasher and we'd take turns playing CD's. His were always ween and I really liked it. I haven't actively listened to them since. I really should. btw Japanese Cowboy definitely resembles a twangy, sped-up version of Chariots. -Cool song.

I don't think most artists would. It happens all the time. I have a song called "new kind of me" that sounds a whole lot like "Wild Night". I admit it, but I didn't realize it till our trumpet player started playing the vocal melody on his horn over the song and it fit... perfectly. My initial reaction, laughter then, "shit"!
Sorry Charlie is a great working-for-the-man anthem: http://www.youtube.com/watch?v=JbYz-zHoO5I
