The Director is simply being dishonest. At best, the encryption is as good as their access control, and that didn't seem to work too well in the case of Snowden. At worst, their access control won't even matter. Rogers either doesn't recognize the importance of privacy in democratic governance, or he doesn't much value democratic governance. My guess is the latter. IMO the access to great power leads to the illusion that great power needn't be checked.
