Biannual "performance development agreements" here; in theory they're good because you do a self-assessment, then your supervisor does one too, then you're meant to sit down and discuss the similarities/differences and work out career path, plans, negotiate plans for development etc.

It falls over because your supervisor can do your assessment and write their commentary on your performance, without ever sitting down to discuss things with you.
