I understand the need for a publishing company (or any other copyright holder) to protect its investments. However, it is that company's responsibility to do so. It is not fair to strong arm other parties into doing their work for them lest they face dire legal consequences. DMCA allows copyright holders to request that unauthorized copies of their work be taken down from public sites; this is the full extent to which they should be able to exert their control.
I do agree that labeling such acts as censorship is playing a game of semantics, but that is largely irrelevant. The larger picture here is that the (slyly named) PROTECT IP Act yields undue power to copyright holders, and that is not a good thing.
