No, FAEM is the critical contribution. Overall, its an organic cellular system, where each cell has relative operational freedom, with cyclical barriers of evaluation, and 'genotype' sharing. The various voice and policy structures can be considered as the selection and immunization mechanisms.

I suppose you can have a single celled Choices organism, but to get the benefit of evolutionary mechanics to traverse the fitness space, a higher number would be optimal. Also, the disentangling of humans ("Beings") from the machine ("FAEM") is a key factor, and having more than one cell allows for people being able to jump from one mech to another (as required/desired).
