Big yikes. "Laws" and "rules" are not a good in and of themselves. Usually people who think that way are paranoid beyond belief. If a law or rule is wrong, absolutely it's wrong to snitch or narc on somebody. Were they smoking the reefer and you dialed 911?The only time I've heard is used it was a threat against me by a schoolmate who didn't want me to tell the teacher about anything when I was in high school.
