Even just a friendly comment from a new user - enough to know they're not a spam bot, really - would get a promotion from me. I can't remember what the limits are, though - how many people can you promote, again? Also, unless someone actually says they're knew, it's unlikely one would even think to promote them. Would it be possible/wise for new users to have some sort of flair perhaps invisible to themselves? I was going to say a different colour username but that would conflict with the follow dynamic. Anyway, it's probably unnecessary. Anyway, global was a nightmare before the new system.
