Yelloknife... Just 11k+ population, and they get to have what amounts to skyscrapers. In Russia, 10k population gives you wooden houses, some utilities and "big malls" two-storey-high tops. You assume they either have much choice or are going to be fussy enough.It amazes me that many of the families here have been willing to even go to small towns
