If it's a personal blog, no intention of making money:

Find other blogs similar to yours. Comment. Develop a rapport. Post links to their blog on yours, not in a spammy way, more in a "these are the sites I read the most" way, like in your site's sidebar. Write posts in which you discuss something you found at one of these sites (be sincere, don't do this just to make up content), taking points, things you liked about the post.

Once you've developed a rapport, only then do you make comments (on other blogs) with a link to your own. Don't make it a shameless, obvious advertising ploy. Having the link in your user profile will be enough. If you ever come across a post on another site you've developed a rapport with, it has a lot to do with your own blog, it's okay from time to time to comment saying in so many words, "awesome post, i really liked these points you made (list out these points to avoid being seen as a spammer), I'm not advertising my blog, but here's a post I made about the same topic."

There are most likely blog networks that may relate to the content of your blog. You might find them on the blogs you follow with similar content. Join, add your site. Post regular content so your site is seen as active.

Your blog will generally do better if it's specialized. Too many hands in too many things can muddy things, confuse readers, make SEO harder. Brand identity is important, which means being consistent, in themes, language, content, stories, images.

Post actual content. People like visuals, stories, anecdotes, experiences, things that tap into the universally shared human condition.

If it's a CMS blog, make sure the taxonomy used for your page/post links are english, as in "/story_about_reggie_the_dog" rather than "/feb02_ctv835." Make sure your site is user-friendly, that content is easy to find. Main ways to do this is: 1) categories and tags and 2) multiple search methods. Have links to main section of your site in your top nav menu as well as at the bottom of each page (as text), include a search button, any way you can make it easier for users to find content on your site, do it. For each post, include "next/previous" links, or "similar links in this category." This also helps SEO.
