I wonder if the cause and effect are reversed. That is, if it is costly to maintain a high testosterone level, as the advantage conferred by it decreases (such as in hunting, or in mating) due to civilization, it would have reduced the testosterone levels in the population. I am not entirely convinced by the argument that "lower testosterone is associated with less aggression in humans" and hence leads to civilization.
