Shuffling back and forth nervously? He's standing there informing the public of what happened or at least all he knows. Do you think police officers are unruly gods that know everything? The only information he didn't provide was who shot the person. I doubt he has any idea who shot her, even if it was another police officer which is pure speculation at this point. The other guy labeled police got mad and told them to go, and he went with it and told them to leave. The other officer is NOT who I'm talking about.
