There is probably a bit more to this story, I would guess the kid comes from a broken household and or has mental illness and therefore is very distributive and disliked by teachers. Someone saw this as an opportunity to get rid of her and it escalated out of control, because the legal system isn’t really designed for this and honestly works poorly for most people.
