It's a double-edged sword. The reduction in spam posts has been fantastic. I'll say that much.

It would be wonderful if quality new users could post immediately. However, if the expectation weren't there, then I don't think it would be much of an issue. It doesn't take much quality interaction to result in someone promoting you.

There's no doubt with the reduction in spam, the issue is a seriously reduced retention when looking through the chatter feed over the span of a few weeks - promoted or otherwise.
