All it takes is for one person to be a fool to get this indecent started. As someone deals with people all day I can verify that your average college campus has more then enough fools make this happen. It's really a non story.
Well, it's not surprising, but they had a lock down at my kids school and they had all the kids huddle in a corner with the door locked. Ignoring the three large windows opening into the hall. And their teacher was a Quaker. Seriously, you'd be much better off having them run like crazy in every direction.
