I've always figured that there was something that would prevent machines from ever being capable of art. Even here, it seems like they needed some sort of input to generate the images (I couldn't view the full article). I guess that I had thought it was creativity that would keep art human, but here machines are showing basic creativity I would say in changing the inputs. But, I think innovation will stay human. I doubt machines will be able to make the leaps in logic and the more emotional connections that produce new art forms. Of course, it could just be a matter of time.

I think the element of creativity, at least for now, will be strictly human. However, that doesn't mean we won't be able to create programs that won't be able to create competent, and maybe even good, artistic works.
