The police have a legitimate function, but only when governance is legitimate. Currently police do not have a legitimate function in black society in the U.S. because they are policing a people whose governance is a reflection of a larger society which controls that governance which prefers to exclude them. In that sense, the author's solution of social equality is correct. Oppressive policing is a symptom.
