The problem Chomsky makes here is that he is opining about something about which he admittedly has limited knowledge.
People always have had engaged in meaningless banter. Some networks enable people to do with with less restrictions of time and distance. Of course this type of interaction outweighs intellectual engagement. It always has, and probably always will.
The internet isn't one place.
